What is a “performing artist/performer”?

Nowhere in the Belgian legislation is there a uniform definition of what is a performer/performing artiste. According to the Rome convention, a performing artist means:

actors, singers, musicians, dancers, and other persons who act, sing, deliver, declaim, play in, or otherwise perform literary or artistic works”.
